Keep is separated
I am taking a class this semester on election law. We had a guest speaker yesterday that is a big-time Republican and is involved nationally with all things trying to get more Republicans elected. Interesting guy. Anyhow, because the 2010 census is occurring, we talked about redistricting and gerrymandering, etc. But he discussed an interesting point about segregation in large urban cities. It's no secret that big cities are Democratic strongholds. In big cities, you also have much greater percentage of minority population. In Milwaukee, the majority minority (say it slowly) population is black and the city is very segregated. The speaker discussed his reasoning for this, based on what he called the 50-50/80-20 theory. If you ask a group of white people and a group of black people if they want to live in an integrated neighborhood, they will almost always say yes. However, these cultures typically do not integrate. The reason for this, he explained, is because both cultures define integration differently. To a white person, integration is 80% white, 20% black. To a black person, it is more 50/50. It's a natural occurrence to have black people move into a neighborhood to make it integrated, because people like to live by their own race. However, once it starts to pass that 20% level of comfortablity, white people start to move out. Eventually they all move out because of being "overrun" by the other race. Just an interesting thought, and one that is true. That's why Anna and I running the system a muck and staying put, 'cus we keep it real. And by keeping it real, I mean I am cheap.
